It's always a good idea for them to have a letter from her (notarized if possible) giving permission for them to have temporary custody and to make any necessary medical decisions in case of illness or injury.

Technically yes, however, if dad finds out, he can take her to court to protest the fact his child will be leaving the state. And I think actually she has to tell him, but if dad is estranged, and doesn’t have any contact with kids or mom, then it probably won’t matter since she is custodial parent.

if she has full custody then yes..if not, then she'll need his consent
